Ngā Pearewa standard reflects fundamental shifts towards more person-and whānau-centred services with a stronger focus on outcomes for people receiving support and care. The standard also supports health and disability service providers to honour Te Tiriti o Waitangi. The standard is mandatory for those services that are subject to the Health and Disability Services (Safety) Act 2001.

Learn more about Ngā Paerewa Health and Disability Services Standard NZS 8134:2021.

This standard supersedes NZS 8134:2008 Health & Disability services standards, NZS 8181:2007 Fertility services standard, NZS 8158:2021 Home and community sector standard and the Interium Standards for Abortion Services in NZ.

This standard applies to health and disability service providers in both public and private settings. Primary birthing centres, hospices, overnight hospital inpatient services (public and private), age-related residential care, residential addiction, mental health, disability services and fertility services need to meet Ngā Paerewa Health and Disability Services Standard NZS 8134:2021. Ngā Paerewa came into effect on 28 February 2022.

An auditing agency that has been designated by the Director-General of Health needs to be chosen by the provider. The designated auditing agency you choose must be designated to audit the kind of health and/or disability service you provide or intend to provide. BSI Group NZ Ltd has been designated to complete health and disability audits. When you apply for certification you will need to include the name of the designated auditing agency you have contracted to audit your service/s against the relevant standards. If you are unsure of the process BSI can guide you around getting started.
Pre-visit co-ordination.

Stage one documentation review of policies and procedures.

Stage two-Visit by the Audit Team:
(i) On-site observation of the implementation of your policies and procedures;
(ii) Discussions and interviews with management, governance and staff;
(iii) Interviews and discussions with clients and families/whānau as appropriate;
(iv) File review of a sample of client files; and
(v) Summary discussion of the audit outcomes.

Post Audit documentation development:
(i).Peer Review of Audit Reports.
(ii). Draft report is forwarded to you for comment.
(iii).Receipt of your comments and integration with final audit report.
(iv).Final audit report submitted to HealthCERT.

Final audit report provided to you.

BSI is accredited by the International Society for Quality in Healthcare Ltd (IEEA) to issue certification (accreditation) against the range of New Zealand approved standards including:
NZS 8134:2021 Ngā paerewa Health and Disability Services Standard and this includes the Home and Community Support Sector;
NZS 8171:2005 Allied Health Services Sector Standard or ACC Requirements for Physiotherapy and / or Hand Therapy Services and/or Podiatry;
NZS 8164: 2005 Day-stay Surgery and Procedures;
NZS 8165: 2005 Rooms / Office Based Surgery and Procedures; and
Urgent Care Standard 2015.

Depending on the standard, the outcome of this process is usually a three or four year certificate of achievement with a follow-up review (surveillance audit) usually at the mid-point until the re-certification. In addition, progress reporting occurs for improvements identified at an audit. For audits under the Safety Act legislation, HealthCERT make the decision on how long a provider is certified and what conditions apply to that certificate.
Our formal Designation and accreditation status enables us to provide independent comprehensive audits and accredited certification that support health and disability services quality development. We are able to work with health and community services not covered by the “Health and Disability Services (Safety) Act” and to agree with them a package of Approved Standards that result in us issuing an independent certificate aligned with that specific health or disability service.
