PAS 2060 - Carbon Neutrality is the internationally applicable specification for demonstrating carbon neutrality. Verification to PAS 2060 provides a recognized method of substantiating your business’s genuine claims of being carbon neutral.
Being Carbon Neutral indicates that your organization is not adding new greenhouse gas (GHG) emissions to the atmosphere, or that where emissions continue, you offset them by absorbing an equivalent amount from the atmosphere.
From 1st January 2025, ISO 14068-1:2023 will replace PAS 2060. From that date, we will only provide carbon neutrality verification to ISO 14068-1 as the new standard for carbon neutrality.

ISO 14068-1 was introduced in 2023 at COP28 to help organizations implement a rigorous quality process to reduce carbon emissions. Its framework builds on PAS 2060 principles, allowing you to make verifiable claims of carbon or climate neutrality through a hierarchical approach.
You can use PAS 2060 until 1st Jan 2025 when it will be withdrawn. We recommend switching to ISO 14068-1 now to have enough time to adjust to its requirements for any future carbon neutrality claims.

Verification provides assurance on historical claims and data. This means that opinions previously issued against PAS 2060:2014 remain valid as related to that historical period. If your organization is making claims about its carbon neutrality in the past, you can use either the old PAS 2060:2014 standard or the new ISO 14068-1:2023 standard as proof.
Verification to PAS 2060 applies to organizations of all sizes and sectors.

You can use it to demonstrate the carbon neutrality of your entire business or of any uniquely identified subject, such as specific activities, products, services, buildings, projects, or events.

The PAS 2060 standard has a straightforward four-stage implementation process:

Assessment: We independently assess your GHG emissions based on accurate measurement data.

Reduction: You reduce your emissions through a target-driven carbon management plan.

Offsetting: Your excess emissions are offset, often by purchasing carbon credits.

Documentation and verification: Your business demonstrates adherence to the standard through qualifying explanatory statements and public disclosure.
PAS 2060 sets out the requirements for quantifying, reducing and offsetting greenhouse gas (GHG) emissions for organizations and products.

To achieve verification, your company must have:

• A verified carbon footprint.
• A plan for reducing GHG emissions.
• A timescale for achieving such reductions.
• Purchased high quality offsets to compensate for all remaining emissions.
• Demonstrable year-on-year emission reductions.
The verification process has 6 steps:

1. Application: You gather the information needed for verification, including validation objectives; and scope and boundaries.

2. Planning: You submit information so we can plan effectively and reduce the risk of misstatements in your statement/claim.

3. Verification or validation: Our team undertakes the activities identified in the plan at your location or using remote technology.

4. Conclusions: Our team concludes whether any misstatements or non-conformances exist with the statement/claim. These may require additional activities.

5. Independent review: Our opinion is independently reviewed.

6. Opinion and report issued: This is the end of the verification or validation process.

ISO 14068-1:2023 will replace PAS 2060 in 2025
